I dug up my dahlias this Fall.
When can I replant them?
How deep should Implant them?

When can I plant snow (sugar) pea seeds?

I have over wintered geraniums in my solarium.
When can I move them outside?

You sound like you're excited for spring! Wait until all danger of frost is past before planting tender bulbs like dahlias outdoors or bringing geraniums back outdoors. This would be in May for gardens in zone 5 but you didn't mention where you garden. As for planting peas, they love cool spring weather so you can plant peas in early spring or when you see the crocus blooming. That would be March in zone 5. Here's a tip for pea planting. Soak the peas overnight or pre-sprout them by wrapping the seeds in a damp dish cloth for a few days before planting. This will help the seedlings to escape from the tough seed coat so they'll be less likely to rot in cold damp soil. Got crows? These smart birds dig up pea seeds after they watch you plant. Cover your new planting with a bit of netting secured at the corners to keep the crows from feasting on your peas.
