In mid February you can start cool season seeds of peas and sweet peas outdoors, plant onion sets and bare root plants of strawberry and rhubarb and also scatter seeds of poppy and calendula. Wait until mid March to seed lettuce, cabbage, kale and other cool season leafy crops into the ground and make sure your soil is not soggy and wet. Raised beds, the weather and your soil type determine when it is safe to plant seeds outdoors so there is no simple date. If you are planting seeds indoors then read the instructions on the back of the seed pack - February is still to early to start tomatoes, peppers, marigolds and other warmth loving plants indoors as they won't be able to go outside until all danger of frost is past in May.
