Planting in a garden after using Borax to kill weeds
I learned that Iowa State Horticulture recommends Borax to kill Creeping Charlie. If I do that, can I still plant other flowers (annuals) in that soil which now has Borax residue?

No, not right away. The Borax will change the pH of the soil which will kill the weed but you will need to add compost and water well before planting new plants. Why not pull or use a string trimmer to mow down the weeds, cover the area with damp newspaper and top with a wood chip mulch? Now you can add topsoil and plant immediately or wait until next spring and start fresh.
