I could not see the picture but I do know that it is common for tulips not to return well the second year after planting. Tulips need hot, dry soil in the summer when the bulbs are dormant. Often we water our gardens in the summer and this causes the large bulbs to split into smaller ones. Also you must leave the foliage from spring bulbs to ripen and turn yellow naturally. Cleaning up the foliage too soon will cause poor return. For returning tulips try the dwarf or rock garden tulips and grow in dry spot. Keep growing, Marianne Binetti
