This looks like a perennial plant rather than a shrub and the foliage is similar to Rodgersia saxifragaceae but the flower spike is a bit different from the common Rodgersia so I will say you have me stumped. Perhaps another member of Planters Place will see this photo and be able to identify it with more confidence than my guess. You can also try bringing a bloom and leaf to a local arboretum or nursery and gardeners in your area may be more familiar with this mystery plant than I. Keep growing, Marianne Binett
