Which is the best & safe fungicide and insecticide?

The words \"Best and Safe\" are rather subjective as scientists debate that word \"safe\" and, how effective a pesticide is depends on so many factors including how well the user follows instructions. The knowledgeable gardener will also use the least invasive procedure to control an insect or disease before resorting to a pesticide, such as snipping off the infected part of the plant or cleaning up beneath a tree or shrub with a problem so that the disease or insect does not spread from fallen leaves. Often just doing nothing will solve problems as nature takes it course and beneficial insects or birds take care of insect outbreaks and a change in weather takes care of disease problems. Some pesticides that the general public feels are \"safe\" such as pyrethrum sprays made from chrysanthemums are actually toxic to humans and other animals, so relying on the word \"organic\" does not guarantee that a product is less harmful than a more effective \"chemical\" spray. There is an entire course called \"IPM\" or Integrated Pest Management that tried to answer the question you have asked. In general start with the most simple solution, such as time and pruning out of the problem then if that does not work move up to a stronger pesticide. I look for fungicides and insecticides made from nationally known companies that I know have to undergo testing and approval to be sold to home gardeners. Dormant oil sprays on fruit trees are something else I recommend for gardeners with a lot of disease and insect problems on roses and fruit trees.
