The photo is a bit confusing but it looks like a houseplant with a thick stem and leaves emerging. This is one sign your plant needs repotting to a larger container. You also have the option of cutting off this sprout, removing the lower leaves so that the stem is exposed for about six inches and poking this cut end of the plant stem into potting soil to make a new houseplant.
