Small flowers do sound like lack of fertilizer and cone flowers do need full sun. Add fertilizer now such as Osmocote or another complete fertilizer. In the fall add compost to improve the fertility of the soil. By improving the soil with organic matter you also improve the tilth and air and water holding capacity.
