If you mean putting landscape fabric under the soil at the bottom of your beds to keep out moles then yes, that will help protect your crop from underground rodents. If you mean fabric on top of the soil around your tomato plants, then no, it would be better to use red plastic as a mulch around tomatoes to reflect and hold heat.
