If you want a colorful evergreen shrub that will stay below the windows then Euonymus fortune 'winter creeper' is one option as you can easily trim it to the level you want. Dwarf conifers will also survive in most areas and have evergreen foliage. The Blue Rug juniper is an example of a low growing juniper that will stand out against the white of your house. For perennials the many hostas, Brunnera and hardy fuchsias will thrive as this area is protected from afternoon sun and you can also consider some of the more compact hydrangeas such as 'Pistachio' hydrangea.
