I have a plumeria that is about 8 years old. It began blooming about five years ago. It has a light green stalk on one of the main stalks and the blooms appear on the end of it. Out of three big stalks, only one has the blooming stalk. What can I do to promote more blooms? How can I cut it back. (It is about 6 foot tall and has a main stalk and three offshoots that form a triangle…getting too big to move from house to outside. Thanks!

I would suggest you cut back the non-blooming stalks and then add some Osmocote Flower and Vegetable food around the base of the plant. A severe pruning will often shock tropical plants like plumeria into getting more serious about blooming. Let us know if you are smelling the sweet scents of success soon.
