So sorry I may be confused about your question. If you are asking about removing the stake in the photo and placing it in another position than the answer is just do it. Use heavy gloves, grab a hold of the stake and pull it out of the soil. You will not damage the roots of the cacti. If you are asking about repotting or planting the cactus from the pot into the ground then one method is to wrap the cactus in a sleeve a cardboard to handle it safely again wearing heavy gloves. You can find metal  plant stakes with hoops or hooks on the end to hold plants like this in place. Look for them at your local home center or garden store.
