I am going to assume you are talking about heavy clay soil and the answer is to add organic matter - lots of organic matter.  Straw, leaves, compost, bark, manure even shredded paper piled on top with a mulch covering it all will slowly work into the soil to loosen the clay.  It takes from 6 to 9 months for a pile or mound of leaves and garden debris to rot into soil.  The most practical way to garden this spring  on soil that is heavy and wet and drains slowly is to build raised beds and berms from topsoil you bring on to the property and mound on top of the clay.
