I think you are drowning the poor thing. Aloe vera is a succulent, which means it can store water in its fleshy leaves, so it needs very little water. I would pull off the outer leaves that have turned more than half brown. Uproot your plant from the pot and replant into soil that is a cactus mix with lots of perlite and rock, so the soil drains quickly. Grow in bright light and do not water until the soil is perfectly dry. This may mean watering once a month or once a week—just remember to never water if the soil is dark and moist.
