I am so sorry but I have never heard of a mogra plant. Perhaps you can send a photo or use a botanical name? Many plants go by different common names and I may just be ignorant of the common name for this plant that is used in your part of the country.  I do know that Osmocote is the fertilizer I recommend to get any plant to bloom. Osmocote contains the macro and micro nutrients that if lacking can prevent a plant from maturing into the flowering stage. Keep growing, Marianne Binetti
