Can I make a solution with omnicote to foilage feed with ?

No. Osmocote is formulated to work in the soil at specific temperatures and cannot be used as a foliar feed. It does feed for up to 6 months and you will love the results on your flowering plants. Keep Growing, Marianne Binetti
