I have a dwarf kumquat that I planted in the ground. Part of the original dwarf size has retained its shape, but there are now quite a few taller branches that have developed. Should these be pruned back to the original size and if so, when? It is no longer fruiting.

Yes, prune back the overly-enthusiastic branches now or they will overtake the dwarf kumquat. This happens to dwarf and also to variegated plants so keep a close eye on the plant because even if you prune out the long branches now, they may resprout in a few months and try for another hostile take over. You are in control so just get snippy with any rude behavior. Keep growing, Marianne Binetti
