Big bark or small bark for blocking new weeds?
After the newspaper decomposes, why won’t the bigger (as large as 2 to 3 inch) chunks of bark mulch allow sunlight and weed seeds to pass through to the soil, causing new weeds? Why wouldn’t smaller bark do a better job at blocking new weeds?

Good question, but the reality is that most weeds come from above, blowing in from the air in the form of seeds. Small bark allows weed seeds to sprout, while big bark helps to block weeds from below (by weighing down the paper better) and seeds from above (by blocking any route for the new roots to reach the damp earth).
