Mulching in drought conditions
Considering the extreme drought conditions in California (especially in SoCal), would it be better to skip the cardboard and just apply 4-inches of bark mulch?

Yes, I think that would be a prudent idea as the lack of rain will keep many weeds from sprouting from below the mulch. Marianne
