Yes, Osmocote was designed to use around plants in the ground and in pots. Just sprinkle the granules on top of the soil following the label instructions. Roses are heavy feeders and you can apply Osmocote in the spring and still use Miracle Grow or some other liquid plant food along with compost to keep your rose plants blooming all summer.
