What’s eating my phlox?

I have just bought some creeping phlox and am finding more and more of my plants eaten to ground each day. After the first day I bought and applied per directions Liquid Fence Deer and Rabbit Repellent Granular. This has not stopped the pest (have no idea what kind of pest it is) from eating my phlox.
Please help me figure out what will work. I cannot afford to lose all my plants to this pest.

Could slugs be doing the damage? Do you see any slime? Deer and rabbit are the usual culprits when plants are eaten to the ground but a strong slug population can also cause such damage. Perhaps the most practical solution is to grow another type of plant less tasty to your local wild life. A low growing sedum such as sedum Angelina would be a good substitute for your creeping phlox.
