Help choosing cascading plant
I live in Bellevue WA.
I need a cascading vine that grows downward and is evergreen for a concrete wall

A concrete wall gets hot in the summer so I suggest a heat lover such as Prostrate Rosemary or Huntington Carpet Rosemary which is evergreen in your area. Another idea would be the weeping junipers such as the Blue Rug juniper (Juniperus horizontalis 'Wiltonii') and this evergreen is much more hardy than the Rosemary mentioned above. Of course there are some ivy plants that are not as invasive as the nasty English ivy. Look for ivy with small leaves and with white or gold in the foliage which will make it less invasive. Many varieties are at local nurseries. Your wall will be beautiful. Keep growing, Marianne Binetti
