Reasons for why a rhubarb bulb is not sprouting

I planted bare rhubarb bulbs in May or June and nothing has happened yet. Is it normal for no shoots to have come up after 2-3 months?

No - it is not a good sign. Perhaps you should dig up the roots and see if they are dried up - so you can suspect lack of moisture for their death, or if they are missing - so that you can blame rodents, or even soft and rotted - so that poor drainage can be blamed. Try again but plant rhubarb in very early spring when you first see the roots for sale at the garden center. Keep growing, Marianne Binetti
