My hibiscus are infected with mealy bugs. I am in India Please suggest a remedy

Mealy bugs are furry-looking white dots that are really insects covered with a waxy coat. Soap will destroy them and Safer's Soap works well but you must reapply every week for at least a month because the soap will not kill the eggs and so the plant will be reinfected every time eggs hatch. Keep spraying and hose the leaves with water between sprays.
