Osmocote can be applied to plants that are already in the ground
Can I use Osmocote on vegetable plants that have been in the ground for 3-4 weeks already. How do I apply to these plants?

Yes! Just sprinkle the Osmocote around the base of your plants and work it gently into the top one inch of the soil. Water and the nutrients will be released slowly to the plants as they need it. You will enjoy a much bigger harvest if you take the time to fertilize with Osmocote. Keep growing, Marianne Binetti
