Yes! The yellow flowering Lilac named "Primrose" will grow in zones 3 to 8 so will grow fine in the Enumclaw zone 7. Next, where to find this lilac at a local nursery depends on how early you start to call around to local nurseries to place an order for this particular lilac  plant. I would start with the nearest nurseries such as Watsons, Windmill and McClendons and ask if you can place an order for a one gallon plant. Then they can hunt a plant down from a wholesale grower and have it shipped in with their spring shrub order. If you have no luck nearby then reach out Molbak's and Swanson's nursery as they buy from more wholesalers so might have better luck.  Finally, you can order online from mail order nurseries (just put the plant name in your search engine) and perhaps get a smaller plant delivered to your door.
