Yes! I use Osmocote on both my dwarf and tall Hibiscus plants that are in containers. Once your hibiscus is a large shrub and blooming well each summer you may not need to fertilize each spring. Plants in containers are very much in need of fertilizing and young plants or plants that should be flowering but produce little or no blooms are also good candidates for using Osmocote.
