Early spring is the best time to cut back both Lirope (Creeping lilyturf) and roses. You did not mention where you live but early spring would be when daffodils bloom or you see signs of new growth on the roses. In some climates the lirope may not need a haircut as it is used as a weedblocking groundcover.
