Those green stems sprouting up are what gladiolas look like when they are young. The flowers will form later in the summer. If you never get blossoms, then perhaps the corm or bulbs were too young. You can save them and plant them again next summer. I suspect you will get blooms only in late August once the plants have a chance to make some leaf growth. Keep growing, Marianne Binetti
