What are the best outdoor potted plants for zone 8?

That depends on how much sun, shade, and room you have. The easiest to grow would be geraniums and petunias for the sun and impatiens and begonias for a more shaded site. Use a good potting soil like the Osmocote brand and be sure the pots have drainage holes. You may also want to visit a local nursery and ask what container plants in your region are easiest to grow. You may even want to consider growing herbs in those pots if you are looking for something that is pretty as well as edible. Keep growing, Marianne Binetti
