Blueberries like many fruits produce more when a second variety is nearby to cross pollinate the blossoms. If your neighbor has a blueberry you are in luck. Otherwise buy a second blueberry plant and plant it within 10 feet of your dwarf Tophat blueberry. There is one trick. You can visit someone with a blueberry plant and cut off a branch of their plant when it is in bloom. Place this in a vase or bucket near your Tophat and the bees will visit both plants and cross pollinate just from a branch of blooms. Once the flowers are done you can remove the visiting branch.
