Thank you for sending the image of your leafless birch tree. My advice is to wait until May to decide if the tree is going to leaf out and be fine or remain  leafless for the summer proving it is really dead. I am not sure where you live but in some areas spring has not yet arrived so trees and shrubs remain dormant until warmer weather. Hope that is the case for your tree. Keep growing, Marianne Binetti
