It looks like you may have a birch tree. I am guessing based on the photo of the bark but if you do have a birch then the oozing bark can be caused by woodpeckers or other birds pecking into the trunk and the sap is just rising and leaking out. If the tree itself is also failing, then this could be a sign of canker disease. I would need more photos to make a diagnosis but in most cases the leaky sap from a birch is from pruning or just a result of birds and the tree should be fine. Keep growing, Marianne Binetti
