Where do you live? Peppers need heat and also love warm nights. It may be that your weather is just too cool. Try growing them in pots on a patio that will absorb hear. They also need pollination so make sure you have blooms from flowers to help pollinate and don't plant too early before the bees are active. Don't' give up.
