Is there actually an organic pesticide based on vinegar that can be made at home?

No I am not familiar with such a product and vinegar is an acid so using it to spray on plants will most likely burn the foliage. A strong jet of water works well to dislodge common white fly, hand picking helps control cut worms and pinching aphid colonies to attract beneficial insects are the most common home cures for garden insects. You can also set out saucers of beer for slugs and rolled up newspaper to attract sow bugs and earwigs and then dispose of them. Keep growing, Marianne Binetti
