I live in South East Texas, new to the area. Can you plant palm trees at any time?

Yes, but only if they are potted up at the nursery when you purchase them and the soil is not frozen. For the best results follow the planting instructions from the nursery where you purchase your palm. Keep growing, Marianne Binetti
