I will guess it is a Grevillea Noell because of the fine leaf foliage and red color but I am having trouble seeing the details of the flower blossoms from the photo you sent. Perhaps you can look up a photo of Grevillea and compare that to your mystery shrub. It sure is pretty as a back drop for those tulips. Keep growing, Marianne Binetti
