Perennial suggestions for in front of hedge

I am helping my daughter in law with some garden suggestions. She had a small hedge in front of her house and space enough to plant a row of a perennial and then maybe some annuals (like Allysum) Wondered what you might suggest as a low blooming perennial that would work there. She needs low to no maintenance.

I am not sure where you live but if you have rather cool summers like I do in the Pacific Northwest then heucheras are a colorful foliage plant that takes little care. You can find heuchera with purple foliage that looks great with low growing purple alyssum in front. Another idea is the shiny black foliage of Black Mondo grass with white alyssum. Neither perennial needs deadheading or staking and the color is long lasting due to foliage instead of flowers. Keep growing, Marianne Binetti
