Ixora is grown as a patio plant and as a houseplant and is best started as a cutting but can also be grown from seed. If you asking how deep to plant a new plant or a cutting then the answer is to plant at the same depth it was growing before if you remove it from a pot and to plant a newly rooted cutting so that the roots and about one inch of the stem are buried under soil.
