You can do either. If you leave these plants in the ground all winter they will not grow much but be ready to be transplanted into the ground in the spring. If you transplant them all into the ground in the fall, it leaves the container open to planting bulbs now for spring plus the plant will be building roots over the winter and grow faster when spring arrives. I always try to do as much transplanting in the fall as I can. This is because spring is a busy time in the garden and so spreading out the tasks makes things less hectic.
