Do the buds drop from the shrub? Do they turn brown? The most common reason for bud blast or for buds not opening is hot, dry weather. You did not mention where you garden but if it is in an area with hot dry summers, try watering well, mulching with two to three inches of organic matter on top of the roots of the shrub and then see if you get better results.
