If the oleander is blooming well just enjoy the flowers. Once the blooms fade you can cut the shrub down by one half and see if the new growth comes back clean and spot free. If not remove the infected plant as it may be suffering from a viral infection. Hard to say for sure what the spots are from without a photo.
