How long does it take for a bare root perennial to start to grow?

That all depends on the temperature of the soil and night air, and how much sun the plant receives. In general a bare root perennial is sold dormant in very early spring before new growth has started. Warmth loving perennials such as dahlias and rudbeckias daisies may stay dormant if the weather is cool up until May the first year they are planted. Once the soil warms in June you should see signs of new growth. If the perennial is not sprouting by July I would suspect the worse - your plant either dried out and died before planting or was destroyed by a soil disease or rodent.
