That is one interesting plant. It looks like a succulent or cacti. If so use fine gravel on top to add just half an inch of new soil but anymore and you could encourage stem rot. Try staking the plant or turning it often towards the light and giving it maximum sunlight. I also use corks as a mulch around my houseplant and polished rocks, marbles or gravel.
