Yes, Osmocote Plus is safe for groundcover plants, so follow the instructions and mix the product into the top few inches of soil. In warm climates like yours the Osmocote may be released more quickly if it sits on top of the soil. It is better to mix it into the soil so it is shaded and released at a slower rate.
