Dividing lilies and getting rid of Japanese beetles

My 4-5 year old lilies are blooming beautifully. I believe it’s time to divide the bulbs. When is the best time (now, fall or spring) to divide and replant them? Also, is it advisable to cut the stem with foliage after the bloom?
Another question, about roses. Japanese beetles are eating up my beautiful roses. I have tried every insecticide on market including traps. Nothing is working. Any suggestions please.

Divide lilies in the fall when you see the leaves turning yellow. Do NOT cut the stem after the flower blooms as the foliage that is left after the flower is what makes next year's bloom. The longer you keep the leaves the more food is manufactured for the bulb and that will lead to better the blooms next year. With regard to roses, Japanese beetles are tough. The best control may be to hand-pick them in the morning while they are still cold and groggy. Drop the beetles into a bucket of soapy water or stomp on them. Keep growing, Marianne Binetti
