Hu, Marianne,
I want my tulips to come back strong next year. I know not to cut back the leaves prematurely so they can provide goodies to the bulb, but can I cut off the stem before it turns brown?

Yes, you can cut the stems on your tulips and the foliage will still work to make next year's blooms. Also be sure to let the bulbs dry out in the summer so they will go dormant. Do not annuals or thirsty plants nearby that you might water this summer.
