What is causing this in my newly planted tomatoes

So sorry I do not see the problem from the photo. If you mean the yellow flowers emerging from the top of the plant those are the blooms that will turn into fruit so that is a good thing. Do you mean the bite marks from the lowest leaves? That is a slug, snail or cutworm but the damage is minimal and you can check around the base of the plant for the culprit or lure the chomper into a trap of damp newspaper rolled up next to the  plant.  I see a good harvest in your future.
