I am having some trouble with the blurriness of the flower shape in the photo. You may want to get a close up of a flower and leaf for me to be sure but my best guess is that the blooming tree is a flowering cherry. This is mostly based on the time of year and the color of the blooms. Walking in a neighborhood and noticing what looks good is a great way to learn about plants in your area.
