Viburnum bush

Last spring my viburnum bush looked like someone sat in the middle of it and broke a main branch. I cut that out and it did well, even flowered in the spring and continued thru the fall To be healthy. This spring I have been waiting for flowers, leaves and that great aroma to spring forth only to find out that the plant Is dead with the exception of two or 3 new shoots growing with green healthy leaves. I did notice that On the branches little blossoms had begun and then just stopped and turned brown. Also when I peel back with my fingernail, the bark from a branch still looks somewhat healthy and green. I cannot remember anything wrong with the plant during the year and it’s been over 7 years the shrub has been Planted. Please help. I love that shrub. I have been waiting to see if anything will change and it’s Memorial Day weekend in the Chicago area and all the other viburnum bushes are flowering. what can I do.

So sorry. Looks like root damage either from a soil fungus or underground burrowing animals. The clue is the signs of new growth coming up from the base. I suggest you again cut out all dead wood even if this means you are left with just a few low green sprouts. If the root system reestablishes  this summer you will soon see a flourishing plant that will regrow quickly. If next spring the shrub is still struggling then this is your cue to replace it.  Plants do have a life span and some shrubs just decline and become more susceptible to problems with old age.
